General Conditions of Services
These General Conditions apply to the enquiries, offers, orders and services of Turkish Cables. They explain the three ways we work, what we are responsible for in each of them, and how specification, inspection, delivery and payment are handled. Last updated: 22 October 2026.
1. Scope and order of precedence
These General Conditions apply to all quotations, offers, order confirmations, service agreements and services of Turkish Cables Sourcing & Expediting Office, a business of Global Alliance Register operated by Gar Gözetim Mühendislik Bağ. Den. Belg. Müş. ve Eği. Ltd. Şti., İstanbul, Türkiye (“Turkish Cables”, “we”). If documents conflict, the order of precedence is: mandatory law; special conditions signed by both parties; our written Offer, order confirmation or service agreement; these General Conditions. Terms in a Client’s enquiry or purchase order apply only if we accept them in writing.
2. Definitions
- Client: the company that sends us an enquiry, buys from us or appoints us.
- Manufacturer: a qualified cable manufacturer in Türkiye from our partner network.
- Goods: cables, wires and related accessories.
- Services: sourcing, buying-office, supply management, expediting, inspection coordination, documentation and shipment coordination.
- Inspection body: an independent third-party inspection company appointed by the Client.
- Offer: our written quotation or proposal, which states the route and our role.
3. Information on this website
The cable library, configurator and other content on this website are general information. The cable data, standards, approvals and sizes shown are not an offer and do not confirm that a specific product is available or holds a specific approval. A configuration or cable schedule sent through the website is an enquiry; the binding specification is the one confirmed in our Offer or order confirmation.
4. Our role: three routes
Each Offer states in writing which route applies and what our role is.
- Route 1 – Buy from us: Turkish Cables is the seller of the Goods. The Client contracts with and pays Turkish Cables. The product warranty is given by the Manufacturer, not by Turkish Cables (see section 14).
- Route 2 – Order from our partner manufacturers: the contract of sale is made directly between the Client and the Manufacturer, which is the seller and is responsible for the Goods, their delivery and warranty. We act as the Manufacturer’s representative, coordinate the offer and follow the order, and may be remunerated by the Manufacturer. We are not a party to the sale contract and are responsible only for our own Services.
- Route 3 – Buying office: we act on the Client’s behalf in Türkiye for the fee agreed in the Offer, identifying and qualifying Manufacturers, collecting and comparing offers and negotiating terms. The Client makes the final selection, orders directly from the Manufacturer and pays it. We do not accept commissions from Manufacturers on these orders unless the Client has agreed in writing.
Supply management, expediting and inspection coordination can also be ordered for Goods the Client bought elsewhere. In that case we provide Services only, and the seller remains responsible for the Goods.
5. Offers and contract formation
Offers are valid for three calendar days from their date unless they state otherwise, and are subject to escalation in line with market prices. A contract is formed when we issue a written order confirmation (Route 1), when the Client accepts our Offer for Services in writing (Route 3 and Services), or as provided in the Manufacturer’s contract (Route 2). The Client must check the order confirmation, in particular the specification, quantities, drum lengths and delivery terms, and report any discrepancy within one calendar day of receiving it.
6. Prices and metal prices
Prices are in the currency stated in the Offer, are based on the Incoterms® 2020 rule stated there and exclude VAT, duties, other taxes and bank charges unless stated otherwise. Cable prices follow market prices, in particular those of copper and aluminium. Offers are therefore subject to escalation: until the order confirmation we may adjust the price to reflect changes in market prices, and where the Offer states a metal reference price (for example an LME basis), the price is also adjusted after confirmation according to the mechanism stated in the Offer. If an Offer is accepted after its validity, we may update the price before confirming.
7. Payment
Payment terms are those stated in the Offer, for example advance payment, documentary collection or an irrevocable letter of credit. Under a letter of credit, the inspection certificate issued by the Client’s Inspection body is one of the required documents. Late payments bear default interest at the rate permitted by law, and we may suspend production release, shipment or Services while a due amount remains unpaid.
8. Specification, standards and approvals
Goods are made to the specification and standards stated in the order confirmation. Unless agreed otherwise, the Manufacturer’s normal tolerances apply, including drum length tolerances. Third-party approvals and certifications (for example VDE, BASEC, UL, TSE or classification-society approvals) apply only where they are stated in the Offer and proven by the relevant certificate for the product supplied. The Client is responsible for confirming that the specification suits its project, local regulations and installation conditions.
9. Production follow-up and expediting
Basic follow-up is included in every order. Expediting and full supply management are provided at the level stated in the Offer. Our reports are based on our contacts and visits with the Manufacturer and the information it gives us. Production and delivery dates are estimates unless guaranteed in writing as fixed dates. Expediting means that we actively follow and push the Manufacturer’s schedule; under Routes 2 and 3, and for Goods bought elsewhere, it does not make us responsible for the Manufacturer’s performance.
10. Independent inspection before shipment
Every order is inspected before shipment by an independent third-party Inspection body that the Client must appoint, whatever the payment terms. The Client is responsible, through its Inspection body, for verifying that the Goods comply with its technical specification; Turkish Cables does not guarantee that compliance. The Inspection body’s fees are paid by the Client. We give notice when the Goods are ready for inspection. If the inspection does not take place within two calendar days of that notice for reasons not attributable to us or the Manufacturer, the delivery date is extended accordingly and the resulting storage and other costs are charged to the Client. Goods are shipped without inspection only if the Client waives it in writing, in which case the Client bears the risk of non-conformity. Claims for hidden defects are handled under the Manufacturer’s warranty (section 14).
11. Delivery, risk and title
Delivery and transfer of risk follow the Incoterms® 2020 rule stated in the Offer. Partial deliveries are allowed unless the Offer says otherwise. Under Route 1, ownership of the Goods passes to the Client when they have been paid for in full, as far as the law allows. Drums and packaging follow the Offer; returnable drums must be returned as agreed.
12. Export documents and import requirements
For export orders we arrange the commercial invoice, packing list, test reports and the certificates of origin or movement certificates stated in the Offer. Unless agreed otherwise, the Client is responsible for import licences, duties, local approvals and registrations in the country of destination.
13. Receipt and claims
The Client must check the Goods on arrival. Visible damage or shortages must be noted on the transport document and notified to us in writing within seven days of delivery. Hidden defects must be notified in writing within seven days of discovery and within the warranty period. Goods subject to a claim must be kept available for examination and must not be installed or cut further.
14. Warranty
Turkish Cables does not give any warranty for the Goods it supplies, under any route. The warranty for the Goods is given solely by the Manufacturer that produces them, on the Manufacturer’s own terms, which are stated in or attached to the Offer. Under Route 1 we pass the Manufacturer’s warranty on to the Client and help the Client with any claim, but our obligations under it go no further than what the Manufacturer accepts. Under Routes 2 and 3 the Manufacturer gives its warranty directly to the Client, and we can help with the claim.
15. Changes and cancellation
Cables are generally made to order. After the order confirmation, changes and cancellations require our written agreement and, under Routes 2 and 3, the Manufacturer’s agreement. The Client pays for work and materials already committed and for other costs that cannot be recovered. Goods made to the Client’s specification cannot be returned unless they are defective.
16. Client responsibilities
The Client must provide complete and accurate specifications, quantities, delivery and document requirements in good time; give decisions and approvals without delay; appoint the Inspection body; and make sure that the Goods are suitable for its project and installed by qualified persons. We may rely on the information provided by the Client.
17. Liability
Nothing in these General Conditions limits liability that cannot be limited by law. Subject to that, we are liable only for proven direct loss caused by our breach or lack of reasonable care, and not for indirect or consequential loss, loss of profit, production or contracts, or delay penalties unless agreed in writing. Our total liability is limited to the price of the affected Goods (Route 1) or to the fees paid for the affected Service. We are not liable for the acts or omissions of Manufacturers, carriers or Inspection bodies, except where we are the seller under Route 1.
18. Confidentiality and intellectual property
Each party keeps the other’s confidential information confidential and uses it only for the enquiry or order, except for disclosure to Manufacturers, Inspection bodies, carriers and advisers who need it and are bound by confidentiality, or where the law requires it. Under Routes 2 and 3 we share the Client’s contact details with a Manufacturer only when the Client has agreed. We keep all rights in this website, our methods, documents and know-how. Standards, approval marks and trademarks belong to their owners.
19. Business integrity, sanctions and export control
Both parties comply with applicable laws, including anti-bribery, anti-money-laundering, sanctions and export-control laws. We may decline, suspend or end an enquiry or order that presents a legal, sanctions, integrity or end-use risk. Improper payments or inducements are prohibited.
20. Force majeure
Neither party is liable for delay or failure caused by events beyond its reasonable control, such as natural disasters, earthquakes, epidemics, war, sanctions, government action, port or border closures, energy interruptions and serious disruption in the supply of raw materials. The affected party must notify the other promptly, limit the effects and resume performance as soon as possible.
21. Personal data
We handle personal data as described in our Privacy policy and Cookie policy.
22. Complaints
If you are not satisfied, contact your account manager or write to sales@turkishcables.com. We will acknowledge the complaint, review it fairly and respond in writing.
23. Governing law and jurisdiction
Unless the Offer or contract states otherwise, these General Conditions and all contracts with us are governed by the laws of the Republic of Türkiye, excluding the United Nations Convention on Contracts for the International Sale of Goods (CISG), and the courts and enforcement offices of İstanbul have jurisdiction.
24. General provisions
These General Conditions, the Offer and any signed special conditions form the entire agreement. If a provision is invalid, the rest stays in force. Failure to enforce a right is not a waiver. Neither party may assign the contract without the other’s consent, except to a group company. Electronic communications and signatures are valid. These General Conditions are published in several languages; if the versions differ, the English version prevails. The version in force on the date of the Offer applies to that order.
